| | Mr.
Latham has over 19 years of experience in Landscape Architecture,
landscape construction and maintenance with both large and
small consulting firms. He formed the Howland & Higgins
Co. in 1997. Mr. Latham is the sole proprietor. His projects
have included the design and construction of commercial
and residential landscapes, as well as the planning and
design of athletic facilities, parks, campus and municipal
facilities, streetscape improvements and landfill reuse
plans. Through his work on the Rehoboth Park Commission,
Rehoboth Land Trust, and Rehoboth Planning Board he has
gained valuable experience in the workings of local government.
He also has experience with water and wastewater treatment
facilities. Mr. Latham’s duties include the preparation
of AutoCAD and hand drafted design/bid documents such as
conceptual design, layout, grading, planting, details, erosion
control, and permitting drawings. Additional responsibilities
include writing specifications and construction observation/administration.

and Restorative Garden Design
Little
Sisters of the Poor – Jeanne Jugan Residence; Pawtucket,
RI Improved handicap accessibility to the nursing home and
elderly residence building. Designed improvements to the
Contemplative Garden such as wider walkways and additional
seating locations to accommodate mobility limitations of
the users of the garden. Designed additional plantings to
screen views, extend blooming times and add seasonal interest.
New
England Sinai Hospital – Stoughton, MA – Conceptual
Design for a memory garden at the Alzheimer’s Day
Care Facility. Plans included accessible pathways, accommodation
of group activities, and plantings designed to aid in memory
stimulation.

Developments Westport Village Estates – Westport, MA
– This development for seniors consists of 30 duplex
condominium units and a 43 unit apartment building set on
over 20 acres. Services included planting and landscape
design services for the project entrance, condominiums,
apartment building, and roadway enhancements.
Meadow View Commons – Easton, MA - A planting design
with an installation budget of $50,000 was developed for this
80 unit development to screen abutting land uses and provide
a pleasing streetscape and entrance to the development. Provided
the site lighting plan and product selection that complements
the proposed architecture.
Restaurant Development, various
sites in MA and RI Projects include planting design services
for several restaurants and fast-food establishments in conformance
with local zoning requirements.
AI Design Ltd., TYCO –
Cranston, RI
Design of plantings, outdoor dining terrace and
site amenities as well as coordination with architect and
civil engineers for the design of retaining walls and pedestrian
routes at a new training and materials testing facility.
Mark
Sullivan Architects, Cordeiro Office Building, Fall River,
MA Project included streetscape planting design and the design
of two entry courts including plantings, paving and site amenities.
Also coordinated with lighting designer and artist (sculpture)
for overall landscape vision.
Town of Lincoln, Renovation of
Sullivan Field / Saylesville Park, Lincoln, RI The existing
park is heavily utilized by local softball and soccer leagues,
neighborhood residents and children from the adjacent elementary
school. The updated park will contain renovated softball and
instructional league fields, playing fields for under-eight
youth soccer, a new play structure and swings, perimeter walking
path, a restroom / picnic pavilion, irrigation system, fencing
improvements, parking improvements, additional plantings and

Rhode Island Department of Transportation, South
County Commuter Rail - Warwick Intermodal Station, Warwick,
RI This facility consists of a combined train station, parking
garage and rental car operations center. It will be connected
to the T.F. Green Airport via an above grade People Mover.
Project responsibilities included grading, planting design
and landscape improvements as well as assisting with drainage,
utilities and layout of the pedestrian and vehicular circulation.

Rhode Island Airport
Corporation, T.F. Green Airport, Improvements to Short-Term
Parking Lot, Warwick, RI Edwards and Kelcey provided design
services to improve pedestrian safety between the airport
terminal building and the short-term parking lot as well as
improving vehicle traffic flow exiting from the lot. Improvements
included the design of a new access road for traffic traveling
to Post Road, reconfiguration of cashier booths and consolidation
of pedestrian traffic across arrival/drop-off roadway. Project
duties included roadway and parking layout, grading and planting
design as well as assisting with drainage and parking lot
lighting reconfiguration. Design services by Edwards and Kelcey,

City of New Bedford, Fort Taber Park, New Bedford, MA
Member
of the design team for this 20-acre park with one mile of
waterfront including beach access, bicycle/recreation path,
playground, roadway layout, grading, parking facilities, extensive
seaside plantings, lighting for parking, pathways and building
exteriors as well as coordination of new park buildings with
architects. Design Services by CDM.
Ipswich River Park –
North Reading, MA Member of the design team for this 40 acre
park on the Ipswich River. Design included an inline skating
rink, baseball and softball fields, multi-use fields, tennis
courts, basketball court, skating area, gazebo and sitting
area, canoe launch, roadway design, grading, planting, future
park/restroom building and coordination with the irrigation
